Estrella 14 Rezone Neighborhood Meeting

An in-person neighborhood meeting has been scheduled for Tuesday, July 1, 2025, at 6:00 P.M. The meeting location will be at Starpointe Residents’ Club at 17665 West Elliot Road.

Purpose:

The City of Goodyear is considering an application from Adam Pruett at Bergin, Frakes, Smalley & Oberholtzer, representing the property owner, Estrella North LLC, for a Rezone of a property within Estrella. An initial neighborhood meeting was held on March 31, 2025. Since this initial meeting, the applicant has amended the request to add 425 acres to the project area. The purpose of this follow-up meeting is to present the proposed changes to the request.

Project Location:

The project site is approximately 1,505 acres on the east side of Estrella Parkway, directly south of Estrella Foothills High School.

Request:

A Rezone of the site from Estrella Phase II Planned Area Development (PAD) to Estrella 14 PAD, to facilitate a development of residential, commercial, civic, and open space uses.
