Rio 1900 Rezone & Minor General Plan Amendment Neighborhood Meeting

An in-person neighborhood meeting has been scheduled for Tuesday, July 8, 2025, at 6:00 P.M. The meeting location will be at Goodyear City Hall, 1st Floor, Rooms 118 & 119 (Canyon Trails I & II). City Hall is located at 1900 North Civic Square.

Purpose:

The City of Goodyear is considering an application from RVi Planning + Landscape Architecture, representing Harvard Investments and property owners KR TIC 1 LLC and KR TIC 2 LLC, for a Rezone of a property in South Goodyear. The property is approximately 1,940 acres, extending east to west from Estrella Parkway across Cotton Lane to the alignment of 187th Avenue, and north to south from Gila River to the northern edge of Estrella. The Rezone will establish the Rio 1900 Planned Area Development (PAD), a master-planned community of residential, commercial, civic, and open space uses. A Minor General Plan Amendment is also proposed to change the land use designation of 31 acres within the broader Rio 1900 project area, from Open Space to Neighborhoods.

Project Location:

The Rezone affects 1,940 acres located between the Gila River and Estrella, as described above. The General Plan Amendment affects 31 acres located to the west of Assessor’s Parcel Number 400-03-002C.

Request:

A Rezone of the site from King Ranch PAD to Rio 1900 PAD, and a Minor General Plan Amendment of 31 acres from Open Space to Neighborhoods. The Case File Numbers are P24-00287 and P25-00128, respectively.
