    Desert Rainbow Solar Project Community Meeting

    An in-person community meeting has been scheduled for Tuesday, April 14, 2026, at 5:30 p.m. The meeting location will be at Goodyear City Hall, 1st Floor, Rooms 118 & 119 (Canyon Trails I & II). City Hall is located at 1900 North Civic Square.

    Purpose:

    The City of Goodyear is considering an application from Desert Rainbow LLC, representing the property owner Estrella South LLC, for a Special Use Permit on approximately 5,011 acres in South Goodyear. The Special Use Permit will establish a utility-scale solar park, to include a solar field of photovoltaic panels; solar trackers; containerized BESS (battery energy storage system) units; an electrical collector system (switchgear, inverters, collection lines, etc.); a collector substation; associated infrastructure (laydown yards, internal access roads, fencing, etc.); and at least one operation & maintenance building. The lifespan of the facility is expected to be about 40 years, at which point it would be decommissioned and the site returned to an undeveloped condition.

    Project Location:

    The Special Use Permit affects approximately 5,011 acres located south of Queen Creek Road and east of Waterman Wash. The site is approximately two miles south/southeast of CantaMia in Estrella, and approximately 11 miles northwest of Mobile.

    Request:

    A Special Use Permit for an energy generation facility (solar park). The Case File Number is P25-00259.
