The mountain and cloud motif for the bridge was inspired from a public meeting of Goodyear residents. Arizona Department of Transportation funded the art as part of the Bullard Avenue Transportation Interchange project. The freeway connection serves the retail and entertainment corridor located on McDowell Road between Bullard Avenue and Estrella Parkway.
