SMART: Streamlined Municipal Approved Residential Types

Program Overview

The City of Goodyear has established a Pre‑approved Housing Design Plan Program pursuant to A.R.S. § 9‑461.20 and SB 1529 (Fifty‑seventh Legislature, First Regular Session, 2025). This program—known as SMART (Streamlined Municipal Approved Residential Types)—allows architects and design professionals to submit non‑site‑specific residential plan sets for City pre‑review.

If a plan set is found compliant with adopted building codes, local amendments, and applicable design guidelines, it will be listed in the City’s online SMART Pre‑approved Plan Library.

Posting of a pre‑approved housing design plan does not constitute endorsement by the City of Goodyear of the applicant or the applicant’s plan.

SMART Plan Classes and Availability

The following plan classes are eligible for inclusion in SMART. Plans marked "Seeking Submittals" are open for qualified applicants to propose designs.

*Plan sets intended to satisfy this program should include at least three elevation options per class.



Submitting a Plan for SMART

If you do not see a plan currently available and wish to submit a design for inclusion:

1. Request a Pre‑Application Meeting

This meeting initiates the review process and ensures applicants understand applicable codes, ordinances, and design guidelines.

2. Receive City Comments and Checklists

Following the meeting, the City will provide:

  • Code‑based review comments
  • Applicable design guideline feedback
  • Review checklists to assist with preparing a complete submittal

3. Formal Review and Posting

Plans that are formally approved will be posted in the SMART library. Posting a plan does not constitute endorsement of the applicant or their application.

4. Removal of Plans

Applicants may request removal of their plan at any time. The City will remove the plan within 30 days of receiving a formal request.


Using a Pre‑approved Plan (For Property Owners)

Property owners who wish to use a SMART plan must follow these steps:

1. Obtain Rights to Use the Plan

Property owners must obtain permission directly from the plan author. The City does not grant usage rights.

2. Submit a Site‑Specific Permit Application

A pre‑approved plan is not a construction permit. A complete permit application must be submitted to the City, including:

  • Site plan
  • Grading information
  • Utility connection details
  • Any additional information needed for a complete building plan set
  • Site‑specific energy compliance documentation
  • Geotechnical report

3. Plan Modifications

Material modifications to a pre‑approved plan may require additional plan review.


Applicant Contact Information

The City will post the contact information provided by applicants for approved SMART plans. The City is not responsible for the accuracy of applicant‑provided contact information.


Indemnification Requirement

As permitted by law, the City may require individuals or entities to release and indemnify the municipality, its employees, and its contractors as a condition of using a SMART plan.


Using SMART Plans for Development

Customers interested in utilizing a SMART plan should contact the Development Center with parcel information for the property they wish to develop. Staff will provide the required submittal information for the selected plan.
