The City of Goodyear is going digital!

The project will allow electronic submittal of Planning & Zoning, Civil Engineering, and Building Safety applications through our new Development Center.

The Development Center will be the new means for customers to:

  • Submit applications
  • Respond to plan review comments
  • Find project information and statuses faster and easier

24/7, all from the comfort of your home or office.

Expected Launch

The projected launch of the electronic plan review is Spring 2020.

FAQs:

I currently submit my application materials on paper. Will this change?

Although the city would encourage customers to submit electronically, city staff will accept application materials on paper as well. Staff will be available at the development counter for in-person submittals or to help customers navigate the new system.

I would like to pay my permit or review fees online with a credit card. Will I be able to with the new software?

Unfortunately, the city of Goodyear will not be able to accept online payments with this implementation. When you receive notification that payment is due, you may pay using an escrow account or continue to call and make credit card payments over the phone (623-932-3004, Option 2) or you may visit the Development Counter to pay via check or credit card.

Who is the vendor of the software system?

The city is continuing its’ partnership with Avolve Software. The project will implement the Online Application System (OAS) and make upgrades to ProjectDox while utilizing Best in Class Workflows.   If you have an existing ProjectDox account, you will need to create a new account after the launch of the updated software.

What about the Permits by Email program?

As part of the electronic plan review upgrade, we will be creating a new Express Lane Service for all former permits by email to also include Traffic Control, Dry Utilities, and Civil Field Changes. These permits tend to be minor in nature and have a review time of less than 5 working days.

I’m not very tech savvy, will the city of Goodyear offer training?

Yes! There will be onsite training available, as well as monthly open labs. Check back for more information about dates/times.

Currently I pay an application fee and review fees prior to review. Will this change?

Yes! All fees (with the exception of Planning & Zoning) will be required prior to Permit Issuance. If you would like to set up an escrow account to make fee payment easier, complete an Escrow Account Application and email to bldg.permits@goodyearaz.gov and you will be contacted with additional information and instructions by a Development Services Technician.

Does this affect the inspection scheduling process?

No. Our permitting software is not being updated at this time. To schedule inspections, use Click2gov

I already submit civil drawings electronically, what’s changing?

The existing customized form and process is changing to implement Avolve’s Online Application System (OAS) and Best in Class workflows. This makes the submittal and review process faster and easier.
