Thank you to all Goodyear residents who participated in the May 20, 2025, special all-mail election. Voters considered proposed changes to the City Charter and the approval of two franchise agreements with utility providers.

The City of Goodyear is a Charter City. What does that mean, you ask?

A Charter for cities is similar to what the Constitution is for federal and state governments. Cities that have charters are adopting basic governing principles for their city. A charter allows the city to govern their citizens without relying on the Legislature or statutes to provide the rules, instead, relying on the Charter to provide that guidance. The Charter will define what type of government the city will have – in our case it is a Council – Manager form of government with seven members  on the Council all elected at large who appoints a City Manager as the chief administrative officer of the city. The Charter also defines term limits and qualifications for Council, among other things. Cities that do not have a Charter rely on “General Law” or Arizona Revised Statutes to determine what and how things are done.

Any change to the Charter requires a vote of the people.

Beginning April 23, 2025, drop off your ballot at Goodyear City Hall located at 1900 N Civic Square, Goodyear, AZ 85395 during regular business hours Monday through Friday, 8 a.m. to 5 p.m.
