Child Seat Resource Guide
For individuals cited under ARS 28-907A or 28-908B that are seeking resources for a child restraint system, the following resources are options to consider:
- You have a child seat or have purchased a child seat, but would like assistance with installing the child seat in your vehicle:

Child Safety Seat Inspections: Goodyear and Litchfield Park residents can learn how to properly install their child safety seat. This service is available by appointment only.

- You do not have a child seat and need assistance with obtaining one: Children Are Priceless Passengers (CAPP program) – Governor’s Office of Highway Safety
CAPP classes are open to the public for voluntary participation and for drivers who receive a citation for a child safety seat violation. There is a $35.00 administrative class fee for the class. Child safety seats are provided as part of the class fee to those individuals who don’t currently have a seat or have one that is outdated (expiration date), recalled by the manufacturer, involved in a collision, unknown prior history, or with inadequate and/or missing parts. Upon completion of the class, participants are provided a certificate of completion which can be shown to the participating adjudicating court and their citation will be reduced. To attend a CAPP program class, please speak to a Goodyear Municipal Court representative. A one-time continuance will be provided by the Court to give you time to attend a CAPP course, so that you may return a certificate of completion. Certificates of completion will result in a suspension/waiver of the fine associated with a violation of ARS 28-907A & ARS 28-908B.
Arizona law requires that any child under the age of 8 and 4’9" tall must be in a child restraint when in a vehicle. Remember to keep your children buckled up and away from the airbags in your vehicle.
