The Development Services Department works to improve the quality of life for the current and future residents of Goodyear by providing programs and services to help shape and create safe and suitable neighborhoods, commercial centers, and beyond. We assist customer through several divisions: Planning & Zoning, Building Safety, Civil Inspections, Permitting, Civil Plan Review and Code Compliance.

General Plan 2035 

The General Plan 2035 was adopted by the Goodyear City Council on November 13, 2023 and was ratified by Goodyear voters during the May 21, 2024 special election.

Katie Wilken
Director of Development Services

Katie Wilken serves as Development Services Director for the city of Goodyear, bringing more than 20 years of municipal planning experience to the role. She joined the city in 2005 and has held multiple positions before being appointed director in April 2024.

Originally from Indiana, Wilken holds a Bachelor’s degree in Urban Planning and Development and a Master’s degree in Urban and Regional Planning from Ball State University. Her work reflects a deep understanding of planning, development, and long-term community growth.
