Like many cities across the Valley, Goodyear is facing rising costs due to inflation, market pressures and higher prices for electricity, construction, equipment, treatment materials, and disposal services. The proposed increases ensure the city can continue providing safe, reliable, and high-quality utility services while planning responsibly for the future. 

The proposed rate plan is scheduled for a city council public hearing and vote on Dec. 15, 2025. If approved, the new rates will take effect in early 2026.

BY ORDER OF THE COUNCIL OF THE CITY OF GOODYEAR, ARIZONA, AND IN CONFORMANCE WITH THE STATE STATUTE 9-511.01, NOTICE IS HEREBY GIVEN THAT AT A REGULAR MEETING OF THE GOODYEAR CITY COUNCIL HELD ON SEPTEMBER 22, 2025 THE COUNCIL ADOPTED A NOTICE OF INTENTION TO INCREASE WATER, WASTEWATER, SOLID WASTE RATES AND ADD A STORMWATER FEE UNDER A FOUR-YEAR RATE STRUCTURE.
