What is a Short-Term Rental?

A Short-Term Rental is defined as: Any individually or collectively owned single-family or one-to-four-family house or dwelling unit, or any unit or group of units in a condominium or cooperative that is also a transient public lodging establishment or owner-occupied residential home offered for transient use if the accommodations are not classified for taxation under A.R.S. § 42-12001. Transient has the same meaning as prescribed in detail in A.R.S. § 42-5070, and generally means any person who obtains the use of lodging space on a daily or weekly basis, or on any other basis for less than thirty consecutive days.

Application Requirements

A State of Arizona Transaction Privilege Tax Number
1. State of Arizona Transaction Privilege Tax (TPT) Licenses are valid for 1 year from the date of issuance and need to be renewed each year. To apply for a Transaction Privilege Tax (TPT) License, click on the "Apply" button at https://azdor.gov/transaction-privilege-tax-tpt
Non-refundable Short-Term Rental License fee
1. The Rental License fee is $250.00. Licensing is managed on a calendar year basis with no proration based on the number of months remaining in the year in which you apply. All licenses expire on December 31st of the year in which they were obtained and must be renewed for the following calendar year.
Provide Emergency Contact information in the event of an emergency that are able to respond to the physical location of the property within 1 hour.
Provide Complaint Contact information that can respond within 24 hours by phone or email when contact has been made by the City.

Listing Requirements

Obtain a Short-Term Rental license for the City of Goodyear.
Neighbor Notification
1. Before offering a STR for rent for the first time, the owner or the owner’s designee of the STR shall notify all single-family residential properties adjacent to, directly, and diagonally across the street from the STR property. Notice shall be deemed sufficient in a multi-family residential building if given to residents on the same building floor.
  1. Below is a sample of neighbors that should be notified prior to listing your property. The blue dot indicates where the STR is and the red dots indicate who should be notified per the ordinance. If you are not sure what properties should be notified be a good neighbor and let all of those know that may be impacted.

Maintain liability insurance
1. The owner of the STR shall maintain liability insurance appropriate to cover the STR in the aggregate of at least $500,000 or the owner of the STR may advertise and offer the STR through an online lodging marketplace that provides equal or greater liability insurance coverage.
The owner or the owner’s designee of the STR shall perform sex offender background checks on STR booking guests or the owner of the STR may advertise and offer the STR through an online lodging marketplace that performs sex offender background checks on STR booking guests.
