Backflow is the undesirable reversal of flow of fluids, chemicals, or any other foreign material into the public drinking water system. There are two forms of backflow, backpressure and back siphonage, both of which can cause our drinking water to become polluted or contaminated.

The purpose of the Cross Connection Control program is to:

• Protect the health and welfare of City of Goodyear water users.

• Promote the elimination or control of cross-connections.

• Provide for a continuing program of cross-connection control, with an aim to reduce the risk of contamination or pollution of the public potable water supply system.

For questions pertaining to a hydrant / construction meter, refer to the Construction Water Meter Request submission, Page 2, Section 12: "Construction Meter Agreement".

Contractor shall supply, install and be responsible for the removal of reduced pressure principle type backflow preventers when meter used for potable water in compliance with Arizona Administrative Code R18-4-215. The backflow preventer shall be tested and certified after installation on-site to ensure it is functioning in accordance with the American Water Works Association standards and approved by the City in accordance with Engineering Design Standards and Policies Manual. A copy of the certification shall be given to the inspector and a copy shall be kept on-site with the device. All testing shall be completed by persons certified as a General Tester or specialist certified by the University of Southern California or Arizona State Environmental Technology Training program.

Prior to use and within 24 hours of the meter installation, the customer must provide/install the backflow, have it tested and send certification results to backflow@goodyearaz.gov.
