NOTICE OF PUBLIC HEARING AND PUBLIC COMMENT PERIOD

The City of Goodyear will hold a public hearing to receive input on the Fiscal Year (FY) 2027-2030 HUD Consolidated Plan (Program Year (PY) 26-29) and the FY 2027 Action Plan (PY26)

The hearing will include the FY 2027-2030 4-year Consolidated Plan, the FY 2027 Action Plan and the Citizen Participation Plan for resources anticipated to be received from the US Department of Housing and Urban Development Community Planning and Development Division, including the Community Development Block Grant (CDBG) program, and HOME Investment Partnerships Program (HOME). These funds are used for activities benefitting low-income and special needs populations throughout Goodyear.

The Consolidated Plan summarizes housing, homelessness and community development needs, and the strategy to meet those needs using CDBG and HOME funding for the period beginning July 1, 2026, and ending June 30, 2030. The FY 2027 Action Plan describes the planned uses of an estimated $415,122 of CDBG funding for the period beginning July 1, 2026, and ending June 30, 2027. The Citizen Participation Plan describes policies and procedures for public involvement in the Consolidated Plan process.

The City of Goodyear encourages residents, subrecipients and grantees, public agencies and other interested parties to review the plans and submit comments.

Anticipated Funding, Goals, Objectives. The City of Goodyear anticipates receiving approximately $415,122 of CDBG funding in City Fiscal Year 2027 (PY 2026) and $1,660,488 over the 4-year Consolidated Plan period. Beginning in City Fiscal Year 2028, the City also anticipates receiving approximately $100,000 of HOME funds through the Maricopa County HOME Consortium and $300,000 over the 4-year Consolidated Plan period. The goals of the Consolidated Plan are: 1) community facilities and improvements, 2) public services, 3) attainable and sustainable housing, 4) economic development, and 5) program administration. The objectives of the Plan are to develop viable communities by provision of decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income.

The FY2025-2026 Action Plan describes the planned uses of CDBG entitlement funding for activities benefitting low-income and special needs populations throughout Goodyear for the period beginning July 1, 2025, and ending June 30, 2026.

 The City's PY25 allocation is $415,122; 20% of which will be retained for program administration. $332,098 will be sub-awarded to the Southwest Valley YMCA for expansion of the early learning center program. A portion of that allocation, not to exceed $62,268, may be made available for use on public services such as teacher salaries.

The FY2024-2025 Action Plan describes the planned uses of CDBG entitlement funding for activities benefitting low-income and special needs populations throughout Goodyear for the period beginning July 1, 2024, and ending June 30, 2025. 

The City's PY24 allocation is $426,647; 20% of which will be used for program administration and planning and 80% for community facilities; specifically, the installation of as many as 17 streetlights along Litchfield Rd. in the Historic Goodyear neighborhood.

An additional $14,409.51 of PY22 CDBG funds initially programmed for the New Life Center Child Development Center renovations, will be reprogramed for FY2024-2025 community facilities and infrastructure activity, bringing the total anticipated CDBG investment in the streetlight project to $370,236.51.

The FY2023-2024 Action Plan describes the planned uses of CDBG entitlement funding for activities benefitting low-income and special needs populations throughout Goodyear for the period beginning July 1, 2023, and ending June 30, 2024.

The City's PY23 allocation is $397,718; 20% of which will be used for program administration and planning and 80% for community facilities; specifically, enhancements to Palmateer Park.

The FY2022-2023 Action Plan describes the planned uses of CDBG entitlement funding for activities benefitting low-income and special needs populations throughout Goodyear for the period beginning July 1, 2022, and ending June 30, 2023.

The City's PY22 allocation is $426,876; 20% of which will be used for program administration and planning and 80% for community facilities; specifically, reconfiguration and remodeling to address the needs of children with trauma informed care in the Child Development Center at New Life Center.

What is the Consolidated Plan?

The Five-year Consolidated Plan establishes the framework for the use of Community Development Block Grant (CDBG) funding received by the City of Goodyear from the US Department of Housing and Urban Development. This Consolidated Plan covers the five-year period beginning July 1, 2021, and ending June 30, 2026.

Priority uses of CDBG funds were identified through a process that included a resident survey, meetings with community organizations and representatives, interviews with residents and stakeholders, and analysis of data.

Each year, the city will develop an Annual Action Plan that describes how funds will be distributed and the annual allocation will be used. Planned activities are tied to the 5-year goals and objectives of the Consolidated Plan.

This CAPER reflects accomplishments for the time period of July 1, 2021, through June 30, 2022, for the Community Development Block Grant (CDBG) program.

The City of Goodyear has prepared a Citizen Participation Plan (CPP) for the Community Development Block Grant (CDBG) Program administered by the US Department of Housing and Urban Development. The CPP sets forth how the City will encourage public participation in the CDBG Program planning process in Federal Fiscal Year 2021-2025.

The CPP was available for public review and comment for 30 days beginning December 9, 2020 ending January 8, 2021. No comments were received. The City Council approved the document at their January 25, 2021 meeting.

The primary purpose of this manual is to serve as the city of Goodyear administrative policy and procedures manual for its Community Development Block Grant (CDBG) program. It is a source of information and guidance for both the City and subrecipients when conducting CDBG-funded activities.

Subrecipients must familiarize themselves with this manual and ensure policies and procedures are in place for CDBG-funded activities.

This manual is not meant to be a substitute for CDBG regulations, but as a supplement to them and it is not exhaustive regarding all considerations affecting the use of CDBG funds.
